Although she graduated from the Military Academy with top honors, Anko’s outrageously “creative” ideas at the Staff Headquarters of Strategy proved useless on the battlefield, and as a result, she was sidelined to do odd jobs at Crows Yard. Being a spazz, she has always been ignored by her comrades. At Crows Yard, she is always teased by Joe, even though she ranks higher than him. Back in her student days, one of her girlfriends tricked her into writing graduation theses for the whole class by telling her that she would be introduced to a male friend at the after-grad.
She’s not quite the glamorous type, but she’s into reading horoscopes for romantic prospects. Her father is Brigadier General Kuchinashi, the head of the Joint Staff.
Anko’s rank makes her the supervisor of Crows Yard.
Her senior law officer’s license grants her the right to defend as well as arrest people.

Joe Murasame

With no cooperativeness whatsoever and a defiant attitude toward his superiors, Joe has always been a bad apple in the Observer Forces. He’s intense at times, cold at others, and sometimes could even be considered insane. He charges in with guns blazing without thinking twice about his teammates. To top it off, he sometimes conveniently acts oblivious—he is a certified libertine. He refuses to follow his superiors’ orders simply because of their rank—the worst type in the military that most officers would never want. He snaps easily and threatens his suspects at gunpoint when the investigation doesn’t go smoothly. He’s the type of person that most people would never want to deal with. Anyone would ask why this man has legal enforcement rights. His nicknames in the Observer Forces are “Joe the Ally Killer,” and “Missile Joe” because once he’s gone, chances are he won’t be coming back. His ever-growing disciplinary record eventually turned everyone against him, getting him kicked out of the Observer Forces and sent to Crows Yard.
He calls himself the leader of Crows Yard.
He never bothered studying to get a law officer’s license.

Yuri Justy

First Lieutenant
Yuri is a fake on-site worker of the AIM “Crows Yard” who Joe had ordered Anko to make up on the personnel list to justify his use of expenses. However, Yuri suddenly appears in front of the two during a mission and offers to help out. He turns out to be a better fighter than Anko, and a better investigator than Joe. What’s more, he has an incredible amount of inside information on the Observer Forces. His knowledge often proves to be useful in investigating and tracking down suspects.
Why did he come to Crows Yard? Why is he helping the team out? Yuri never clearly answers Joe and Anko’s questions on his past or identity. As the trio cracks cases at Crows Yard, they gradually develop a sense of partnership.
For some reason, he has a senior law officer’s license, which grants him the right to defend as well as arrest people.

Azuki Willow

Genius Azuki is the commanding officer of the three girls. Azuki skipped a grade over and over again, and became the youngest graduate of military academy.
Although she is a beautiful woman, no one wants to work for her because she is notoriously selfish and childish. Owing to her own selfishness, Azuki is constantly disregarded by everyone, and she was actually banished to Crows Yard.
